On the other hand, only 20% of local governments provided online classes to these children. Since the beginning of April, the entrance ceremony of universities, including elementary, junior high and high schools, has been actively broadcast on TV. There are probably many schools starting today, so there is probably a lot of news. I think that, last year, there was no entrance ceremony, and many schools postponed their start of work. However, the current corona infection situation is more serious than last year. The measures they learned from last year’s experience will be put to good use, but is that okay? On the other hand, while the temporary closure of school due to the new coronavirus is prolonged, the Ministry of Education, Culture, Sports, Science and Technology is trying to guarantee children’s learning by utilizing information terminals. They announced that they will accelerate the maintenance and aim to realize it by the end of this year. This is also haphazard, and I feel that it is only hasty without any solid preparation. I am worried that all national policies are only being disturbed by Corona in this way.
NHKが全国の政令指定都市と東京23区に取材したところ、昨年度、新型コロナウイルスの感染への不安を理由に学校を自主的に休んだ小中学生が少なくとも7000人に上ることがわかりました。一方、こうした子どもにオンライン授業を実施した自治体は2割にとどまったそうです。4月に入ってから、小中高を始め大学の入学式風景がテレビで盛んに放映されています。今日は始業する学校が多いでしょうから、そのニュースも多分多いでしょう。昨年度は入学式もなく、始業を延期した学校が多かった様に思います。ところが、今のコロナの感染状況は昨年よりも深刻です。昨年度の体験から学んだ対策が活かされるでしょうが、大丈夫でしょうか。一方、新型コロナウイルスによる臨時休校が長引く中、文科省は情報端末を活用して子どもたちの学習を保証しようと、これまで2023(令和5)年度までとしていた1人1台のパソコン端末の整備を前倒しし、本年度中に実現を目指すと発表しました。これも場当たり的でしっかりした準備もなく拙速なような気がします。このように国の政策がことごとくコロナに振り回されているばかりが心配です。
