Today is September 1, disaster prevention day. Today, in 1923, 97 years ago, a major earthquake of magnitude 7.9 and accompanying fire occurred mainly in Tokyo, which caused an unprecedented catastrophe of 105,000 including dead and missing people. At that time, the population of central Tokyo was about 2.5 million. The current population of Tokyo’s 23 wards is about 10 million, so it has quadrupled in 100 years. Now again in Tokyo, a new type of coronavirus infection, which is said to occur once in 100 years, is spreading and the endless battle continues. Not to mention people, politics, economy and culture are too concentrated in Tokyo. Tokyo, where further catastrophe are expected, is it ok as it is? Now we are at a turning point in history. It’s time to think seriously and boldly about a capital.

今日は９月１日、防災の日です。今から97年前の1923年の今日、東京を中心にマグニチュード7.9の大地震が起き、それに伴って発生した大火災によっても死者と行方不明者合わせて10万5千人と言う未曾有の大震災になりました。当時の東京都心部の人口がおよそ250万人。現在の東京23区の人口がおよそ1000万人ですから、100年の間に４倍に増えたわけです。その東京でもまた、100年に一度と言う新型コロナウイルス感染症に見舞われ、いつ果てるとも知れない戦いが続いています。人はもちろん、政治、経済、文化が余りにも東京に集中し過ぎています。さらなる大震災も予測される東京、果たして今のままでいいのでしょうか。今はまさしく歴史の転換点に来ています。思い切った首都のあり方を考える時です。
